HUBS: COMMUNITY SUPPORT SPACES

As a sub-recipient of $8.58 million in ARPA funds, Pinellas Community Foundation (PCF) set up a competitive solicitation process to establish a network of coordinated, neighborhood-based, trauma-informed Community Support Spaces, known as Hubs, in neighborhoods that have suffered disproportionate impacts from the pandemic. PCF has also created a competitive solicitation process to establish an administrative support/shared services organization (SSO) to build capacity in local nonprofits.

About the Hubs

The Hubs will provide trauma-informed counseling, care management, and assertive outreach as the core services available at each Hub and will have the flexibility to add services that are responsive to community needs. Services provided at the Hubs will be from local, trusted nonprofit organizations already knowledgeable of and embedded in the targeted communities.

Pinellas Community Foundation conducted a competitive solicitation process to identify the Lead Nonprofit of the HUBs, who will lead the design and the implementation of this series of Hubs throughout the city through 2026. The Well was selected as the Lead Nonprofit, with Gulf Coast Jewish Family & Community Services (Gulf Coast JFCS) and People Empowering & Restoring Communities (PERC) as their collaborative providers.

The Hubs will be developed one by one, allowing the team to learn from the process and from the community along the way.

How We Got Here

The City put out a Request for Proposal in July 2022 to identify and select the subrecipient. The Pinellas Community Foundation (PCF) was selected as the subrecipient, and this appropriation was approved by City Council in November 2022.

In June 2023, through PCF’s competitive solicitation process, the grant review committee selected The Well as the Lead Nonprofit. The Well applied with two collaborative providers, Gulf Coast Jewish Family & Community Services (Gulf Coast JFCS) and People Empowering & Restoring Communities (PERC).

PUBLIC INPUT

The Hubs Team conducted a series of listening sessions throughout the month of August 2023, where residents shared ideas and discussed together what the future of these Community Support Hubs could look like. This continues to be a community-led process, where residents gave insight on timing, location, services needed, and specifics that will drive the rollout of the series of Hubs over the next 3.5 years.

The Hubs Team then held a data walk on September 9, 2023, where they reported back to the community what they heard and what themes emerged throughout the listening sessions.

Community Advisory Board

The City of St. Petersburg and Pinellas Community Foundation are seeking members of the St. Petersburg community to serve on a Community Advisory Board to support the design and operations of the Community Support Hubs. The purpose of the Board is to guide and inform the implementation of the Community Support Hubs and assist in community-based participatory research to understand the effectiveness of the Hubs. Shared Services Organizations (SSO)

The Shared Services Organization (SSO) will work with local community nonprofits and provide an array of administrative services to build capacity in these nonprofits to scale their organizations and better prepare for funding opportunities after the ARPA funds terminate.

The SSO will establish a network of administrative vendors and services to work with community nonprofits to provide an array of administrative services such as:

  • Program design and planning, implementation, monitoring, and evaluation
  • Financial management including accounting, payroll, and other finance activities
  • Grant writing
  • Communications and marketing
  • Technology, including general IT for the organization and staff, database creation for metrics, project management, and operations
  • Legal and other operational and administrative support
  • Leadership training for staff and board, including professional development
  • Organizational strategic planning, assessment, and development

Individual local community nonprofits may select some or all of the services from the SSO, depending on capacity level and needs. It is anticipated that the community nonprofits providing services at the HUBs will participate in the SSO, as well as other community nonprofits who need to build administrative capacity to launch additional programs and develop readiness for funding.

The application for the Shared Services Organization launched on September 5, 2023 and closed October 13, 2023. The Hypatia Collaborative was selected to administer the Shared Services Organization.
